The Gambling Licensing Program (GLP) was established in July 2015. The primary purpose of GLP is to oversee the delivery of all the current and upcoming gambling licensing projects. The purpose of bringing the licensing projects under the umbrella of a program is to leverage the significant similarities between the projects to achieve efficiencies and facilitate successful delivery, including through:

  • shared resources
  • common governance structure
  • common project management framework
  • consistent processes.

Gambling licences

GLP conducts the following licensing processes under the Gambling Regulation Act 2003 on behalf of the minister:

  • Public lotteries
  • Gaming machine entitlements
  • Keno
  • Wagering and betting
  • Monitoring
  • Pre-commitment (YourPlay).

Victoria’s various current gambling licences progressively expire between 2027 and 2044:
