Background

In 2011, the then Minister for Gaming issued a licence to Intralot Gaming Services Pty Ltd (IGS) (External link) to provide an electronic monitoring system. All gaming machines in Victorian venues must be connected to this monitoring system. The monitoring licence began in August 2012 for a 15-year term and is due to expire in August 2027.

The licence requires IGS to conduct monitoring services and carry out any activities, maintenance or other work necessary to ensure a continuous and uninterrupted operation of the gaming machines or systems. As part of the monitoring licence, IGS also delivers the state-wide pre-commitment scheme, YourPlay.

Victorian Monitoring Licence Process

On 24 October 2024, the State of Victoria, through the Department of Justice and Community Safety, released an Expression of Interest (EOI), for new Gaming Machine Monitoring and Pre-commitment arrangements. The current Monitoring licence and Pre-commitment arrangements expire on 15 August 2027.

The EOI invited respondents to propose fit-for-purpose and innovative solutions to meet the State’s requirements for post-2027 Gaming Machine Monitoring and Pre-commitment in Victorian gaming venues.

The EOI was published on the Buying for Victoria website (External link) and closed on 9 January 2025 at 2:00 pm Melbourne Time.

January 2024	Victorian Government commenced review of the current monitoring licensing arrangements to support decisions on future licensing arrangements.
April–May 2024	Victorian Government released a discussion paper and sought submissions in a public consultation process. More information available at Engage Victoria (External link)
October 2024	Victorian Government published non-confidential submissions received in the public consultation process.
October 2024	Victorian Government released an EOI for post-2027 gaming machine Monitoring and Pre-commitment arrangements.
January 2025	The EOI for the post-2027 gaming machine Monitoring and Pre-commitment arrangements closed on 9 January 2025 at 2 pm.
