The department, together with the Victorian Gaming and Casino Control Commission (VGCCC), advise on gambling policy, regulate gambling licensing and commission research about gambling harm in Victoria. The department also collaborates across government on preventing and responding to gambling harm, including with the Departments of Health and Families, Fairness and Housing.

Legislation and regulation 

The Gambling Policy Team in the department's Gaming and Liquor unit is the primary government point of reference for industry, community and government on gambling matters. The unit is responsible for the provision of strategic policy advice.

Licensing and compliance 

The VGCCC (External link) – an independent statutory authority – is responsible for regulating all forms of legalised gambling in Victoria. The commission’s functions include informing and educating industry and the public about regulatory practices and requirements.

Research

The Knowledge, Research and Evaluation branch of the department’s Gaming and Liquor unit is responsible for administering the department’s gambling harm research program. Through this program the department provides funding for independent researchers to deliver high-quality research to build understanding of gambling harm.
